The eagle holds a long ribbon in its mouth that reads, "To the Polls, Ye Sons of Freedom!". The slogan was used in the 1860 election at the advent of the Civil War, again by the Republicans during William McKinley's presidential election, and had a revival in the 1960s when an artist named L.
